The canyon is located in National Forest land, therefore, no permit is required.
However, having said that, most visitors will likely include the canyon as part of a longer trip into the Kanab Creek area. National Park backcountry permits are required for overnight trips below the Kanab/Jumpup junction, use area LA9 Kanab Creek. If you camp a few yards upstream of the Kanab/Jumpup junction, you're in National Forest land, so National Park permits are not required.
